La mesa internacional del evento sobre «Organizaciones Educativas Digitalmente Competentes»

Mañana, martes 24 de mayo, se celebra en el INTEF una jornada dedicada a las Organizaciones Educativas Digitalmente Competentes (#DigCompOrg).

En un momento en el cual se cuestionan los planes y políticas de la aplicación de la tecnología a la educación, resulta necesario replantearse la transformación digital de la educación como una acción que debe afectar al conjunto del sistema educativo, que por supuesto debe incluir los elementos de infraestructuras, dispositivos, recursos digitales, formación, cooperación, evaluación y currículo, pero también la organización y la planificación para que funcionen conjuntamente y entreguen resultados orientados a la preparación de nuestros hijos para la nueva sociedad digital que les espera.

En esta ocasión coordino la mesa dedicada a las organizaciones internacionales, compuesta de expertos de IPTS, UNESCO, y European Schoolnet.

Este es el texto que he preparado para la mesa de mañana. La mesa tiene intervinientes extranjeros, de modo que he preparado dos versiones, en castellano y en inglés.

Buenos días a todos.

Me corresponde el honor de coordinar la mesa de representantes y expertos de las organizaciones internacionales que intervienen de forma activa en la mejora de la educación a través de la tecnología, especialmente en el ámbito de la transformación digital de los centros educativos.

La educación actúa a todos los niveles y es uno de los pilares fundamentales de la sociedad. En el mundo global, la cooperación internacional es una necesidad, puesto que cualquier acción local es influida e influye sobre todo el resto.

La visión que desde estas organizaciones se nos ofrece nos permite tener perspectiva y también diseñar mejor nuestros planes para el futuro, de forma que se integren en la corriente general y nos permitan después interactuar con nuestros pares más fácilmente, así como aprender de los demás y servir también nosotros como ejemplo y colaboración para los planes que otros desarrollan.

Las organizaciones internacionales suponen, por tanto, un punto de referencia y de apoyo para todas nuestras acciones, y por tanto es un buen punto de partida para el interesante debate que se nos ofrece.

Las preguntas concretas que esta mesa puede responder serían:

• ¿Qué normas, planes, proyectos o cualquier otra referencia tiene, en relación con «las organizaciones educativas competentes digitalmente»?
• ¿Cuál es su opinión sobre las posibles oportunidades y los retos que se ve en los futuros planes de transformación digitales aplicadas a las organizaciones educativas?
• ¿Cuáles cree que son las formas en que la tecnología puede mejorar, cuando se usan de manera efectiva, la educación?

En esta mesa, he pedido a los ponentes una breve intervención de 15 minutos cada uno, seguido de un turno de preguntas de los asistentes.

Sin más preámbulos, doy paso al primero de los ponentes.

Good morning everybody.

I have the honor to coordinate the panel of representatives and experts from international organizations actively involved in improving education through technology, especially in the field of digital transformation of schools.

Education acts at all levels and is one of the fundamental pillars of society. In the global world, international cooperation is a necessity, since any local action is influenced and influences all the rest.

The view from these organizations gives us perspective and also allows us the design  our plans for the future, so that they are integrated into the mainstream and allow us to interact with our peers more easily. We can also learn from others and too we can serve as an example and allow collaboration with others.

International organizations are, therefore, a point of reference and support for all our actions, and then is a good starting point for the interesting debate that we expect to have today.

The specific questions that this panel may answer would be:

• What standards, plans, project or any other references do you have relating to «Digitally Competent Educational Organizations»?.
• What is your opinion on possible opportunities and challenges you see on future digital transformation plans applied to educational organizations?
• What do you think are the ways the technology can enhance, when used effectively, the education?

In this table, I asked the speakers a short speech of 15 minutes each, followed by a round of questions from the audience.

At this point, is time to give way to the first speaker.

Yves Punie

Yves Punie is senior scientist at the European Commission Institute for Prospective Technological Studies (JRC IPTS) leading its research and policy activities on «ICT for Learning and Skills». The research area started in 2005 with the aim to provide evidence-based policy support to the European Commission on harnessing the potential of digital technologies to innovate education and training practices, improve access to lifelong learning and to deal with the rise of new (digital) skills and competences needed for employment, personal development and social inclusion. More than 20 major studies have been undertaken on these issues with more than 80 different publications. All studies are aimed at supporting European policies on the modernisation and innovation of E&T (DG EAC) and development of key competences (DG EMPL). Before joining the IPTS in 2001, he was interim Assistant Professor at the Free University of Brussels (VUB). He holds a Ph.D. in Social Sciences

Alexander Khoroshilov,            

Professor Alexander Khoroshilov is a well-known expert on ICTs, education technologies, mathematical modelling, economics and statistics. He has over 40 years of deep professional experience in the field of ICTs and education including that at the international level. Besides, he has an extensive experience in provision of advisory services to education policy makers. He graduated from the Moscow State University of Economics, Statistics and Informatics (MESI) in 1975 as engineer-economist on ICT and then he has been worked in MESI University until 2007 on various positions – from software engineer to First Vice-Rector (at the latest position – during 15 years). He received his PhD in Economics from the same university in 1982 and the rank of professor in 1996.  In the period from 2007 to 2010 he has been worked at the Academy of Labor and Social Relations as Vice-Rector and at the Moscow State (Lomonosov) University as a professor. Since August 2010 until March 2016, he has been working at the UNESCO Institute for Information Technologies in Education (IITE) as National Programme Officer and then as Officer-In-Charge of IITE (from August 2014). From March 1, 2016 – he is Head a.i. of the Institute. Besides general management of the IITE, the following areas of Institute activities are under his direct coordination and responsibility: ICT in Education Policy, Teacher Professional Development and Networking, ICT competency and Innovative Pedagogy.

Anusca Ferrari

Anusca Ferrari is Digital Skills Project Manager for European Schoolnet. She is managing the eSkills 2015-2016 campaign; the I-LINC project; and she contributes to other activities in the digital citizenship line of work. With over 13 years’ experience in education and training, Anusca has been working as a consultant, a research officer, a project manager, a teacher. Her main area of expertise is digital competence. She is the author of several articles, papers, reports on technologies for learning and creativity.
